Project Abstract

Since the collapse of the Soviet Union and independence in 1991, Georgia faced the need to begin the transformation into the market economy. Commencement of  land reform was one step taken to this end. During the 1990’s the Parliament of Georgia passed the number of land related laws to adjust to the new situation. The legislative basis of the Soviet times had been totally changed.

Thousands of owners emerged following the establishment of private ownership of land and real estate under the country’s land reform program. The farmers and land owners in rural areas of Georgia find themselves to be totally unaware of the new laws and legislative acts that creates a serious obstacle for their activities.

APLR has been actively involved in the land reform program, legislative initiatives and close monitoring of existing legislation and represents a source of expertise in land-related legal issues. To raise real estate owners’ awareness in legal issues APLR, through the Eurasia Foundation support, prepares  Land Legislation Manual to be distributed free-of-charge. The Manual coveres almost all important laws and by-laws passed by 1997.

The Manual provides opportunity to the real estate owners to have access to the legal acts adopted since 1992 and get the thorough knowledge on their rights and responsibilities. The Manual facilitates increased public awareness of land/real estate ownership issues and transparency of land reform process.
